That sounds like a proposal That would work Wasp.
If the nats are prefered to be at easter, then i reckon that the submission date should be shifted from May till later in the year, rather than have the nats in march/april then only a month or so before the submission for the nats have to be in for the following year. Or do it as wasp says and have the announcement of the next years nats at the nats just ended. If thats the case and assuming that the 2011 nats will be at easter next year, that would mean that discussion/thoughts/submissions for the 2012 nats need to begin several months from now before the 2011 nats have even be run, which may be a little tricky as i would imagine people will want to see how this first time split goes before getting too far ahead of themselves.
