That's probably fine. Pick/chip out the splinters and make an assessment from there.I've seen rims with MUCH worse corrosion, and they'd been holding up fine to some hard use.To protect it further, get rid of all the loose stuff and just paint it.
Geoff,I'd be inclined to tidy it up with a quick blast if glass bead,see if Perrows can offer some advice on a treatment otherwise a coat of etch primer may be enough.
