Fe2O3 =ferrous oxide (rust)

Fe3O4 = Black scale  (magnetite)

 a simple chemical reaction

the black scale will protect the iron from further corrosion just like you see on new steel  but not forever and for a decent resto wouldnt you rather remove all damaged metal?
