1982 YZ250J Power Valve

Just picked up a 250J and have been giving it the once over. I noticed that when I rev it the power valve barrell rotates to the closed position blocking off the top centimeter of the top of the exhaust port.
My understanding was that the power valve barrell should rotate to fully open the exhaust port at higher revs and be in the closed position at idle.

Is it working correctly or has the previous owner installed/rigged it arse about? Can anyone post a pic of how to set up the power valve adjustmen?

sounds like the arm attached to the PV is 180 deg out.
