Repairing damaged rim edges

I'm looking at buying a rim but it has some slight damage from tyre levers etc. Is it a simple method of using a dremel, sandpaper etc to remove the rough edges to make it smooth? It won't effect the "effectiveness" of the rim?

A couple of passes with a flat file should do it..
