Do you have a new cable fitted ? i know it sounds daft but i fitted a brand new cable to mine and it was night and day . The old cable moved freely ( if you held it up  straight the inner would fall through the outer cable ) but a new motion pro cable made all the difference to braking performance .

Loosen off axle bolt, now apply brakes and hold on while tightening up axle.
This will centralise your drum and shoes.
Is your cable spongy .... if so replace it.

Cable flex is one cause , I always like Yamaha cables normally DT 175 are in stock in most dealers and fit 90% of vintage bikes. I also sometimes add heat shrink to parts of the cable that dont need to bend. Stiff as 15 year old surfing porn is best.
Current bikes. KTM MC 250 77 Husky CR 360 77, Husky 82 420 Auto Bitsa XR 200 project. Dont need a pickle just need to ride my motorcickle

The trick years ago was to fit a PE175 front brake cable. Some modifications were required to the hub to fit the much thicker cable. At the time my brakes were better than the XR200 running around at the time. The xr200 had good brakes. Further you should check using chalk of blue die how much of the brake pads make contact with the hub. Sometimes it was less than 50 percent.
There is scope to have the brake working okay.
