Looks like a Honda Comstar rim .. so judging by the single disc, exhaust pipe, twin cylinder .. hmm I'm guessing CB250/400 N or T ... hard to tell without plastics and tank

Its one of those early Suzuki aqua bikes prototype didn't go to well until they fitted front ski and a padle tyre on the rear . ;D
