a suspension question

okay..if one has a pair of fork legs and they are longer then standard and poke thru the top clamp say an extra 40mm, is it okay so long as the actual travel remains within the rules? I assume it is okay but assuming has got me into strife before.

the rules as i read them say period ( in the era time wise) and available pre whatever the cut off year is, and the actual travel available is as per rules AKA 7.1/2 inch they cold be off a bobtail chopper for all it matters and stick out 5ft so long as the travel is correct.
