It looks a bit Italian to me. The cast in head stay is unusual and has a definite Euro feel. The lump in the clutch cover is unusual and is that a right foot gear lever shaft poking through?

Definitely looks more Euro - Firko, that shaft looks to be a bit large diameter wise to be a gear change? Looks like it has a dowel pin type arrangemnet also
