        Possabool...possabool...it does have a spigot underneath but its along way back to the chain
 The early kwakas used to have a similar setup in the swingarm!!

I'd go chain oiler. I'd also say he ran a small regulating tap like a lawnmower fuel tap and could probably turn it off an on at leasure. I'd pondered this same idea for the 2smoke reservoir on the TS400 (without the tap)but went with an old brake master cylinder bottle instead. Since it has the engine I'd say it's a mega chain oiler  The RL250 has an oiler in the swingarm and one must always remember to turn off oiler when bike is parked oops

chain oilers were all the go for enduro bikes in the late 70's.. some like mine had a bottle of lube taped to the frame near the shock mount. others had flash setups like the above mentioned swingarm and  backbone resevoir jobs.

 Maybe Your baby PE has seen a bit of compo YUMASTEPSIDE
