Tool need to pull apart fork legs

I am pulling my fork legs apart to replace the seals and need to replicate the holding key pictured below. I plan to do this by flattening a piece of steel tube the cutting a notch/cutout in it to hold the damping spindle. Has anyone made a tool to do this and if so what would the width of the cutout have to be?

Have done this job a few times and never needed the special tool, just undo the bottom bolt, I know that some use an impact gun on a low torque setting,  I suppose that one day I will run into one that will not come apart without the special tool to hold the damper rod still but has not happened yet.

You can easily do the job without the tool providing the forks are still fitted to the bike.
