I am currently restoring a 75 RL250 and about to start on the engine. I've never ridden one and I have read that the heavy clutch pull is an issue and that removing some of the springs helps, Is this the "hot setup"
? or are there other springs you can use to lighten it up? I know a one peice push rod can help too.

I would try it with everything working well, especially the cable, before taking springs out. You may be surprised at how good it is completely standard.
