The airscrew is not having any effect because 1: there is an air leak somewhere... engine seals? base gasket, inlet reed rubber / gasket.. pull the flywheel off and spray wd 40 on the seal and kick it over, it will bubble if its snuffed. Check under your carb inlet as they can split but hide due to the weight of the carb holding it together. 2: if the pilot and needle jet are too far wrong, it can overwhelm the airscrew. if you can ..pressure test the engine and if its ok, you probably need to change the needle (richer?? )and rejet again your pilot and then the airscrew should work...
