Dutch, there is something unusual about the rear end of Fritz Dirtl's bike, adjustable ride height ?? or what ?

I've just had a closer look at Fritz's bike's rear end, it appears to be rubber band controlled swinging arm !!

Yeah, I was more of a PAWN star, Dave Nah, that's not one of Marks, but the wessie and the number would appeal :D I think the frame is an Antig.
