My front forks have two top out springs under the damper rod... a short one like most bikes but then a long one under it.
Is that normal? I cant tell from a parts diagram as there is no part number for it and the picture is not clear.

Yes this is correct/normal. With air pressure it compresses and extends the forks to get the proper length and ride height.
