Yep, I'm with Jeff on that one. There are HEAPS of template driven options around these days. They are relatively cheap and VERY easy to work with compared to building one from scratch.
Some companies offer web hosting packages that come with all manner of software that can be quickly installed to create a website. I have used Lunarpages in the US which have great support, features and competitive plans with huge amounts of storage space.
Alternatively look at all the 'turnkey' website hosting systems using stuff like WordPress. I have used Ning social platforms with success, though they are expensive (relatively).
http://ausvmx.ning.com is an example of Ning, it takes maybe 5 minutes to get a basic one up and running with blogs, forum, image galleries and so on. That said, i think there are better options around, I'm just using this as an example...
