That's a lot of money for something that's been leaning against a tree for 10 years, it's a real pity it's been let go so badly. All the missing parts are the big money items. By the time you've bought and restored everything for this you would have been able to buy one in running nick from the USA. For 3k I'd be all over it and fitting a Sportster motor but not for 7 large.

Mark still lots of hassles in getting an early Sportster motor to fit.
The value is just in this package when you add up all the parts

Worth afortune when done, but will no doubt cost a packet to get there.....

Look at the forks / frame.  Is that ok?  Look how vetical the forks are.  Any suspension movement and surely the tyre will fit the frame....?
