 Looks to me  like a Sachs "Wankel" type KM48 rotary Go Kart engine build up thingy. Got any pictures of the whole bike Sir Slakewell

Nope that's the only pic, found by mistake while looking for something else, All the rotary herc's that I know of were air cooled.
