steering head bearings

I am about fit some steering head bearings. however when I went to fit them I found the were to tight.It seems that the outside diameter of my headstem is exactley the same size as the inside diameter of the bearing.should there be clearance and if so,how much ?p

There should be no clearance between the inner races and the stem. Same for the outer races and the headstock. The bottom inner is usually a medium push fit and the upper inner is usually a light push fit, if the parts are at room temperature. Warming the lower inner race will help things along.
