I think the seller knows people like yourself will know Infinitely more details about the bike than they could ever know so why embarrass themselves smart move really leaving it to the professionals.  ???

I don't know if even the greatest experts can tell if the engine runs or not by looking at a pixie ::).

You can get well over 40 hp from that engine but not 50, I think it's an 80 model as well looks like the MC model not enduro so would make a nice pre 80 machine.
