I suggest trying different weight oils to see what works.
The oil weight controls the rebound damping. I started with 10 with both YSS PD valves and Race-Tech cartridge emulators then dumped the oil and tried 5. The ride was way too harsh so I went the other way and tried 15. That was a massive improvement so I tried 20 and it got worse.
Mine are Suzuki forks on an XT 500 and XR250 forks on a CRF230. I've found both work better with 15 than 10.
I strongly suggest getting the correct spring rates first
