If you buy something from a European business and they ship it to you outside Europe do they not have to charge you VAT, but if they ship it inside Europe then they do have to charge VAT? Does the same rule apply to all European Unio countries?

Ok thanks. I had a place telling me they have to charge me VAT but i reckon they dont have to.
