CZ top steering head bearings

Just one silly question about my 74 400....
Are the top steering head bearings always exposed just below the clamp?
Had this bike pulled apart for ages and have just started putting it
back together today and noticed this.

I'm trying to remember exactly how the standard set up goes, pretty sure the inner race sat directly under the adjuster nut then the top yoke sits over top of that

Well ive got the metal flange sitting underneath the bearings an adjuster
on top of that then the triple sitting over the adjuster, top nut over that.
No play in the stem when everything tightned moving front wheel off the ground.
Just that the top bearings are exposed and it just doesnt look normal...

Zeds have a small gap both top and bottom races maybe 2 or 3 mm you can see the balls from sideon
The old CZ trick was to run a large Oring over the outer of the races to stop dirt stuffing the balls

Sound like your right with the top tree fitting over the top race nut and no play with the wheel off the ground

Yep thats all i can see of those little ballbearings say around 3mm.
Should not stress over the little things in life ;D
