CR125 steering head adjuster nut.

I'm a bit confused with the steering stem bearing adjuster nut on a '75 CR125. Is it supposed to act as a dust seal/ top race cover as well as as the usual bearing tightener?
Mine doesn't seem to cover the top race properly and there is no separate dust cover shown in the parts book. I think I have the wrong stem adjuster nut!

The nut has a cup as part of it. This cup quite often comes off.

 The local shop said no longer available! Cable arrived today thanks Noel.
