Pre-75 Legal Shocks

I have some IKON shocks on a 75 CR125. They look pretty much new but the shaft is longer than 4in. Someone has put a couple of round plastic block spacers above the cushion to "limit" the travel. Question is; is this legal for Pre-75? The shocks are 14.5in long with about 5 1/2 inch long shafts.

If they are restricted to 4" travel at the axle, should not be a problem,
but won't the back of the bike be sitting a bit high?
Chain /swing arm angle?
steering angle?
Legal But?

Yes that's legal. Std CR shocks are 14 1/4" long so 14 1/2" is fine.
