Paintstripper & Fibreglass?

After a bit of research on the net it seems that the standard paint stripper can't be used on fibreglass as it destroys the gel coat and resin.
In the states and europe you can buy fibreglass paint stripper for yachts which is Tolulene based and does not effect the gel or resin, however it is not sold in OZ. Does anyonr know why?? is there some banned substance in these strippers that is not allowed in OZ?

Can anyone recommend any "paint on - scrape off" type strippers for fibreglass
