I've got a wp single shock circa early 80's
It was leaking so I've fitted a new quad ring seal.
I cannot suss out how the seal head seals the shock while filling it with oil.
The seal head is tapered and so is the cap. In between these two parts is an O ring which gets trapped on the taper.
The thing is the seal head slides inside the shock body so the O ring doesn't get compressed by the taper and doesn't seal.
Can anyone explain how it works/seals

Mine has a steel wire type circlip that sits under the seal head, in the body.
It's very easy to lose it on disassembly.

That's correct, it sits on a circlip.
