Can some one identify this engine. Has engine number M-6500019

A bit more info:
Cylinder has been rebored and there is a new piston rings and pin
Carby and some internal parts are there
Crank is locked up and some parts have rust
Not sure what is missing
Open to any fair offer
Located in Sydney
