Bultaco Stearing Dampers,the  round knob and threaded stem runs through your head stem, you can adjust your stearing on your bike, in the early days  road bike had them, bultaco, montesa etc, Back in the early days of riding on the road, you could tighten it up on a straight road and take your hands off the bars and rest for a short time.
