Title: pre 65 vmx/dirt track bike

hi
i am thinking of building a pre 1965 350 ariel bike to ride at nepean.they have a pre 70 class.can the tank and guards be made of fiberglass.i have a lot of parts to put this together.also can a 23 inch wheel be used i have a d1 bantam hub laced into a 23 inch wheel and the front forks complete.looking at a 1949 matchless frame at the moment
any help would be good
