Title: Another new friggin tax
Post by: FAT-TOY on December 04, 2017, 08:14:52 pm
Another tax but this one we pay directly to the beer and soft drink companies.  It seems these companies are prepared to administer the collection centres for the new container deposit scheme in NSW out of the goodness of their hearts.  This extra tax has been put in place to appease the greens and is suppose to stop the containers being discarded.   Instead everyone will return them to the collection centres and put them 1 at a time into the reverse vending machines along with your details so they can give you your refund via Paypal or similar, ( no chance that info would be shared or of getting a heap of nuisance emails etc from a site as secure as a bloody vending machine ).  It's great news if like me you live in Cessnock NSW because we only have to drive to Singleton or Newcastle for our closest centre a round trip of about 80km which will cost me more than I would expect to get back for the cans.  These centres are expected be open for around 28 hours a week for deposits and 8 hours of that will be at weekends.  The weekend crowds waiting for their turn will look like the opening of the friggin Olympics.  I imagine that the extra profit for the drink companies will make will be unreal when they estimate the cost of a case of pepsi might increase by as much as $4.80,  I usually buy them when they are on special for around $10. Of that $4.80 increase I expect they might buy back only a very small percentage of those sold and the difference is all profit, no wonder they are so happy to help out.   It may end up working but I doubt it will make any difference to the amount of drink containers discarded.

I wondered how this container return scheme was supposed to work Zane - your report is not good news :( . However, I was under the impression that the Government was to receive the "tax" from the drink companies on the sale of each container - the signs I have seen in the supermarket imply that this is the case, although no doubt some of the money will go towards establishing and running the collection centres. They are obviously banking on the likelihood that people won't bother to take the containers to a collection centre to claim their money back - what you say seems to confirm that it will be as inconvenient as possible >:( . Another windfall for the Government...
If the actual return of containers is to be processed "electronically", there's absolutely no chance of anything going wrong there...is there ::) ? Like you, I can't see how this new scheme will make much difference to the litter situation. Anyone had any experience returning containers for a refund yet?

Regards,
James

I am calm now, I just re-read that,,, makes sense to me :o
Had just had a confrontation with some rowdy neighbours last night, hadn't quite de-steamed when I came in and read Zanes post ::)

NON LITTER INCENTIVE SURCHARGE/TAX
I live in a busy inner city mixed use area. Lot of tradies and business utes etc during the day.
Would be lucky to see one empty stubby a year? or one or two empty coke cans laying in the street PER/YEAR.   WHICH ARE GETTING A TAX/SURCHARGE THINGY.

What I do see a lot of is McDonald's wrappings and paper drink vessels etc. Also disposable one use coffee to go cups. So will they apply it to the real culprit? NO THEY WONT!   and does anyone think tradies would ever save their rubbish and return to maccas or their local coffee shop for a ten cent refund? No friken chance.

So from what I see everyday is that they have it all wrong AGAIN,
Fukin hell, now I feel like Maccas breakfast menu and its just gone 10.32, FFS, now I need an Oozie

You pay 10c deposit when you purchase the product, the companies refund you the money.
Watch the War on Waste on Iview, in South Australia where the scheme has been in operation for 20 odd years. Litter of this type is non existant. You can get paid in cash. Recycle rates are over 90%. The scheme works. It has only just been rolled out in NSW every Woolies will have a deposit machine soon.

Let us know how it goes then Lozza. From my cursory understanding it is not the same as the SA version.

There is no way on earth that these drop off machines and venues could handle the massive volume of this waste that is about to have a waste deposited applied!
The same waste that is already being processed responsibly by tens of thousands of residents into their fortnightly yellow lid council pickup bins.

I will simply forfeit this new deposit, as I think it will fair to expect that most working class will. Not enough hours in the day to add a new chore.

So what I would like to know is who gets to keep all the deposits that are forfeited by those who are already doing "the right thing"?

This info from ( news.com.au )

COCA-COLA Amatil is among major beverage companies that will oversee the NSW government’s incoming container deposit scheme that could push up the price of drinks in bottles and cans by up to 20 cents.
Under the scheme anyone who hands in eligible drink bottle containers at designated sites across the state from December will get a 10 cent refund. Beverage suppliers will pay for the refunds as well as the scheme’s administration, with the costs tipped to be passed on to consumers in a hike in soft drink prices.
It is estimated the cost of a 24-can pack of soft drink or beer could rise up to $4.80 each.
“That starts to impact NSW households pretty heavily, not just on a per container basis, but when families are buying a 30 pack of soft drink cans or a carton of beer, all of a sudden that starts to have a pretty serious impact,” Australian Beverages Council chief executive officer Geoff Parker told the Daily Telegraph.
Coca-Cola Amatil (CCA) will work with Asahi, Carlton & United Breweries, Coopers and Lion in an industry joint venture — dubbed Exchange for Change — as scheme co-ordinator, CCA said in a statement to the ASX on Monday.
NSW Greens MP Mehreen Faruqi described the move to put Coca-Cola Amatil in charge of the environmental scheme as “utterly stupid”.
“Big beverage companies like Coca-Cola have no interest in reducing litter or increasing recycling rates and will only work to sabotage and undermine the scheme,” she told Fairfax.
“The whole integrity of the container deposit scheme sits with the independence of the scheme co-ordinator. The Greens and other environment groups have consistently called for an independent third party to run the scheme.”
CCA said the companies collectively produce or distribute more than three quarters of the cans and bottles that will be subject to the CDS. The drink container deposit scheme, which is expected to go live in NSW from December, aims to halve the number of bottles and cans thrown away in parks, beaches and waterways.

It's interesting that not that long ago these same companies were dead against any deposit scheme.  It seems that the NSW governments decision to allow them to run it and I imagine keep the extra profits has made the difference.
Apparently SA has about 130 odd collection depots where they accept returns and I suppose pay cash over the counter to the customer.  This is a lot different to going to a woolworths car park in NSW and trying to get the cash out of a reverse vending machine.

SA has had this for years. You buy your drinks, after you have 3 choices.

1- put it in the bin (not a good choice as it probably goes to landfill and should be recycled)
2- put it in your own recycling bin to be collected by the truck (you miss out on getting 10c per can/bottle)
3- Keep all your cans/bottles, collect them, save up a few hundred over a yr and then take them to a collection depot yourself and cash them in for a bit of extra pocket money.

200 items = $20 you get back

A collection depot sounds ok if there are enough of them so we don't have to travel to far.   Not as good if when you get there you have to push them through a hole in a vending machine 1 at a time so the machine can identify if they are correct. It would take an hour or more to get your $20.
Anyway it's done, so we will see how it pans out.

Where I live in NSW so close to the sa boarder that the town has had the sa container system in place since the beginning so today with beer bottles and cans also being worth 10c (only soft drinks were 10c when they changed over from 5c) I went out to the local MX track and cleaned up the place getting about 500 before the sun went down and I'm sure I'll get that again next time I go there so I've done my bit to clean up the environment/recycling and got paid for it!there's an army off old timers to keep the streets free of drink containers and it will help improve their lives with the exercise/increased income

Put cans and plastic into machine, get voucher go into Woolies cash in voucher. Walk out with cold hard cash. Really difficult stuff. There was people putting through ute loads of recyclables through. The machine takes them as fast as you can load them.

By the sound of it plastic got pulped, cans got crushed and bottles turned into powder in very quick time. If you don't want the bottles I'll come around and pick them up

So went out of my way at midday on Friday ,,, only because I am trying to get the true picture of this set up rather than the steady stream of BS from the usual few. Woolies at Mayfield NSW.

All four machines were inoperative due to being FULL

I went inside woolies and reported that the machines were all inoperative. Which turned out to be one very interesting and informative conversation.

NOT so green when one has fueled a trip to the tip for a NON-EVENT

You can get paid in cash.

No, you do not get paid in cash.

Every way of personal remuneration depends upon you supplying one's personal details.
So once again our dumbass country places misguided faith into Goliath companies who promise to safeguard our personal details. Not to share or sell them, yeah right ::)

We are screwed here now. Even the local recycling centre takes your address, licence number, rego and your account details to deposit coin for cans. No more cash.
And then there is depositing of money into your toll road account. Deposited $200 last Monday, leaves my account immediately, and it shows up on my toll account Noon today. So who has had my $200 for 6 days?

When I was a young bloke, we use to take them back to the local milk bar and get a refund. No bank account or ID needed. Nice and simple.
This new system makes it too complicated. I pay rates for my yellow bin. That's where they are going.

I remember the old days of doing 'bottle drives' for the Scouts
We used to collect long necks to sell them back to the breweries, a line of us would be throwing bottles to each other from the bottle stack to the trailer, then from the trailer to a stack at the Scout hall for the Brewery to pick up.
It helped to fund camping equipment.

I doubt kids would be allowed to throw glass bottles to each other nowadays, OH&S would be all over everyone.
Christ, I was refused to be allowed to put a bottle or Argon in my ute last week as it seems OH&S now demand that bottles be carried upright. Like the gas knows which way is up or down :o
Couldn't carry the bottle upright without a special rack to hold it so had to wait for them to deliver it instead. Lost a days welding waiting for it to turn up >:(

That's a new 1 to me Geoff, always used to strap them to ute deck with base facing away from cab. Can see what the reasoning is but in reality when did you last here of the valve getting knocked off a bottle during transportation
