Dyno's (chassis)usually get sold without ever getting advertised if you want one complete with room and fans look to pay between $15-20k. Just the dyno/computer will set you back close to that. The latest Dynojet with load function is about $28k IIRC.  There are a few cheaper DIY dyno software kits but the big ticket item is the drum which if you have it machined and balanced will probably set you back between $6-8k alone.
An Engine dyno will probably be about $8k to build

Yep, I hear you Lozza, at those rates it would be a business venture which i am not opposed to ( I am sure the neighbours would be), though my initial need is just personal and mates use... I one came up a while back, it was hydraulic and had no electronics. I think it was an old style hydraulic guage type of a unit.

Well, thanks for your help people, Darren Saxon put me on track for one which is now in my garage. Wasn't quite the "basic one" though that i was chasing. Got a DYNO200 with eddybrake. heavy sucker....
Very happy.
