I propose to either have rec reg or a club permit on my 1985 kdx200. I have a frame and matching engine number but plan to replace the broken 1985 frame with a 1983 frame, which I managed to get for $40. Will I still be able to achieve reg reg or club permit?

All of the rational, logical thoughts you're having about "it's the same bike, it just has a different frame number", need to be set aside.
There is no realistic/legal way to get a bike built on an 83 KDX200 frame through rego.
There are plenty of unrealistic and/or illegal ways to do it, but I'm sure you can work them out for yourself.

If you're just after recreational registration, then I can't see that it will matter, as you don't need a compliance plate.
The Club Permit Scheme requires a full roadworthy, so if you wanted to do that then a compliance plate would probably be needed.

Do you need a '83-'85 kdx200 frame with a compliance plate on it ?

Thanks for the responses. I have an 85 frame with a compliance plate, but is damaged. I managed to find an 83 frame for $40 in very good condition, but for the chain roller pin which was broken off. This I suspect lead to the death of the bike. It is easier to get the 83 ready than the 85 frame. So I now own two frames.

Just wondering, did the ADR'ed KDX200 series 1984 to 1985 have matching engine numbers and frame numbers ?

Not in my experience on any kdx.
I dont think they (Kawasaki) worried too much about having the same engine/frame numbers on their bikes at all unlike some other manufactures.

From what I've seen, older Kawi engine & frame numbers will be anywhere within 100 of each other, but 300 is not uncommon.

In a disturbing rare twist for the Forum it appears that Nathan may be wrong ;D
There is no realistic/legal way to get a bike built on an 83 KDX200 frame through rego.
There were plenty of legit registered MX bikes back in the day and one of the criteria for putting one on classic Reg is previous proof of registration history.
From the Vicroads website;
Existing and ongoing requirements to be noted
There are two important existing, ongoing requirements that permit applicants and club safety officers/scrutineers need to be aware of:
Motor vehicles manufactured outside of Australia after 31 December 1968 (30 June 1975 in the case of motorcycles) which do not have a previous Australian registration history, must have a VASS approval certificate to demonstrate that the vehicle meets the Australian Design Rules that applied at the time the vehicle was manufactured.
Club permit vehicles must comply with the Vehicle Standards, appropriate to the date the vehicle was manufactured, contained in Schedule 2 of the Road Safety (Vehicles) Regulations 2009.
And from a Vicroads PDF;
4.3 Previous modifications
An existing CPS vehicle that has, at some time in the
past, undergone a modification that is an assessable
modification according to these guidelines, does not
have to be re-certified to retain its permit provided:
?? Evidence of Australian registration history in its
current modified condition can be supplied; or
?? Evidence in the form of a VASS Approval Certificate

From what I can make out the the frame is considered the main part for rego and the motor can be swapped for a similar engine with a different engine number.
Also this is for Victoria so may be different in other states.

GMC, I was assuming that there was no known previous rego for the 83 frame.
I don't know what the "VASS approval certificate" is, but I've never heard of it being possible to get rego approval for a bike/car that has been imported without prior DOTARS approval for future registration (closest was a mate getting a rally car onto rally rego, but this was a $10k rally car not an old dirt bike where a compliance frame can be bought for $100).
I'm happy to be wrong on this one!

It may not have been previously registered, my only point is that just because it doesn't have a compliance plate doesn't mean it had never been registered.
If you were a betting man...?
Plus the difficulty of proving that it was previously registered.
