Hi, does a 1989 Cr125 have USD forks as standard
     does a 1989 Cr250 have USD forks as standard

the 89 250 does have USD as standard it was the first model to do so and they are not the best fork at all.. not sure on the 125

Yes.

The 88 model is better because of this.

Having had both Michael (still have the 250) I can tell you the 250 did have USD's standard. They were the first Honda to have them.

The 125's did not have them in 89.

Hi Micheal, no.  The 250 and 500 89 model both had upside down the 125 had conventional
