Hard to say without an "in the flesh inspection"

One could argue, that painting pipe and engine comes under maintenance,
Two things for sure, would like to know how thick or thin are the engine cradle and pump housing ;D

Got to admit but, it looks great 8)

No way it is worth 4 k

It doesn't matter how good a bike looks. If you want to build it properly it costs pretty much the same if it is a good bike or a total piece of crap.
