Hi, dose anyone have a useable clutch side cover of an IT250j-h 465-490 K-L that is hiding under a bench somewhere
that needs a good home.

I am parting out a IT465 and the cover is available. What if any are the issues with them ? I can check on mine tomorrow if I know what to look for. Currently all parts are available Tom

Why are you looking for one? Is it worn, gouged or what. If the Kickstart shaft area is worn, a bronze bushing can be installed. I have fixed gouged cases with JB weld and repainted

i had a bush made in the kick starter side of the casing and it might be out of centre , im having trouble with the rear wheel locking when you push the bike and every now and then,and you can feel it starting to lock while you kick it over some times. i have had the complete engine apart 6 times it all loks good inside.

Sounds like a clutch problem to me. Have you checked to see that the clutch basket isn't badly worn. If the tangs on the basket are serrated, that can cause the clutch plates to lock.

even if the hole in the cover is out of round it could have been referenced off of the seal side of the cover for centre. If you are meaning the kicker gets tight sometimes kicking it through, mine did the same thing, check the bushing area and the plastic spacer and spring, one of them may be binding Also my cover had a U shaped grove on the kicker hole which I ground down back to flat(more or less)

The kickstart mechanism is not going to make the bike hard to push

A worn or binding kicker can make it kick strange through the travel and be inconsistent. I am not under standing the "pushing" hard its in neutral or not. I agree that a worn clutch basket (or warped) plates could cause it to drag but in my experience that is quite consistent.
Smartie, any photos might help us figure it out.
A couple things to try, check the chain, it could be too tight, rear wheel bearings, and pull the chain off and check the output shaft, a bearings with a broken cage could have the balls binding up.
Also loosen the clutch cover, and see if that makes a difference in any binding.

all fixed,the bike is back on the road ,another new gearbox fixed it all.
