wow that looks just the same as a Cooper one I have . I guess MR cooper was the China of his times , copy everything !!

Looks like a Betor or single bolt Arces/Ceriani Jim. Have you compare it next to either of them? Failing that it might be REH.

this is the sizes
c to c 160mm   32mmfork holes
offset is 60mm and stem dia is 30mm
