Can anyone explain to me where to start when you want to build your own Web Page

You can make Websites by writing HTML code in Notepad. Try googling " making websites in notepad".
If you dont like typing code, then perhaps download a free program like "Microsoft's Expression Web 4.0".
Graphic Designers will use something like "Adobe Dreamweaver" which will cost a bit. But that does not mean it will make better Websites.
You will also need a Photo editing program like Photoshop.
Once you have constructed your website, it will then have to be uploaded from your hard drive to a Host or Internet provider's server, so it can be viewed by the rest of the world.
Once you get into it, its not that hard.

These template based sites are much, much easier than using a web design program,

Yep, I'm with Jeff on that one. There are HEAPS of template driven options around these days. They are relatively cheap and VERY easy to work with compared to building one from scratch.
Some companies offer web hosting packages that come with all manner of software that can be quickly installed to create a website. I have used Lunarpages in the US which have great support, features and competitive plans with huge amounts of storage space.
Alternatively look at all the 'turnkey' website hosting systems using stuff like WordPress. I have used Ning social platforms with success, though they are expensive (relatively). http://ausvmx.ning.com is an example of Ning, it takes maybe 5 minutes to get a basic one up and running with blogs, forum, image galleries and so on. That said, i think there are better options around, I'm just using this as an example...

There are no programs to download, the on site templates are relatively easy to work out, the hosting is supplied by them from $13.00 a month and they are Australian based with an easy to use help forum.
You can check them out by building a site with the demo setup, but the demo setup changes back to zero every hour on the hour so don't start playing with it at 5 to, wait till 5 past before you start playing
