I'd be ringing my bank and asking them to "please explain"
I know Pay Pal charge  .03cents in the dollar as an exchange rate to USA

I did an overseas transfer via the bank and got ripped. I said to the teller that the exchange rate is crap as no one actually gets it. I knew I should have been a bank when I grew up.

every time I buy from overseas. paypal is usually 2 cents below the exchange rate. it pisses me off but it seems to be one of the least risky ways to deal.plus its just a cost I can pass on in the parts price.

If you've got paypal hooked up to direct debit your bank account it's not to bad.  But I don't like that idea.  I have it hooked up to my credit card, but then you are hit with another conversion fee by the credit card provider.  So I try to use the credit card as much as possible and only use paypal for ebay.
