I am sure it is Ivan Miller. I remember seeing this ad BITD on the big screen in the movies, brilliant. And yes, I bought a TM250 ;D

I think maybe it was at the movies as well that I had seen it as it's in colour and TV's in NZ were black and white back then, I saved all my money working for the local farmers cutting thrissell's at age 13 I got a kitted 1974 TM125

I remember seeing it when I was at the movies as a kid in Wanganui, at the time we only had one TV station the NZBC which was blck and white, and they never put adds on that cool. There was another one a bit similar, the "Born to be Wild Suzuki' ad..... I think I have some photos in that T shirt some place.
Crazy ad because much more professional than normal theater ads at the time and Val Morgans since. Like Split Enz did the music long before they were famous/

I remember both of those adds from TV.
There was a write up in a magazine at the time about the Suzuki add and they said it was Ivan Miller on a TM125 in the Waiuru desert.
I don't remember which magazine but I have the recollection it was a short lived NZ bike mag, maybe
Suzuki NZ used a still from the final shot, crossed up against the sky, as a promotional poster for ages.
