My 2 valve engine XR200 smokes a bit under  revs. Rings or valve seals?

Smoking (then clearing ) after decel/long idle ....most likely valve stem seals .
 If smoking all  the time under throttle /load , sounds like rings .
May be time to look at both.
Done a comp test ?
 How much oil is being used?
Looks like  top end rebuild needed

That's normal hahahaa just fill up the oil and check the fuel  ;D ;D

Constant and under load. Unsure about consumption as i have only ridden the bike once. I tend to think rings at this stage.

it will be the rings  :o
check your cranckase breather is not blocked first ;)

crankcase breather is pumping air out, i think rings, seems to be a common problem with the 2 valv motors. Should be easy to fix, might go high comp piston.
