Does anyone know anything about this bike or the seller?

It sold a couple of weeks ago at $1850 with no reserve, then is relisted.
I seem to remember a starting price of $2000, but now there's 4 bids by the same bidder starting at $999.00. ???
With no reserve, how can one bidder push the price up by bidding against himself?
I could have it all wrong, but I thought that even if the starting price was $999.00 and you bid $2000.00, it will only actually bid $999.00 until a different bidder has a go.
Is that right?
