Can someone tell me what the hell the plastic tag is that is part of front MX number plates that wraps around the cross brace pad, its perplexed me for twenty years.

Stops the brake cable catching on the triple clamps and bringing the brake on, especially when the forks are at full stretch. ;) 8)

Try going over a jump without it. It's a tough lesson. ;D

I brought a yz100 with a smacked up front end years ago,I scored another front end & banged it in but had no front plate,first ride out i came off a drop off jump & went down like a bag of shit,after i dusted myself off i thought wtf, why did that happen? When i looked at the bike i saw that the brake cable was stretched to the shit over the triple clamp & the front anchors were locked on solid,I had to walk a couple klms home to get some tools,crap! Lesson learned the hard way.
