Can anyone tell me what these things are for (see below) and can I leave them off in the rebuild?

the stop vibration a tiny bit on the pe400 there on all of mine what there should be too is ones in the head and there is one that has a bit to hold the throttle cable in check otherwise you can just cable tie the throttle cable to the frame.

and of course you can leave them off.

Ditto - noise reduction. There's one way to find out if it makes a difference :P 8).

I wouldn't say no to another pe400 either I wish that was my std cylinder hard part to find they are my favourite bike even like them more than my gt80 :o.;)

Just there to supress some of the cylinder noise. And please replace those reeds with fibre ... ie Boyseen. Sure is a virgin barrel, she has had no port work either.

Thanks for the advise on the reed valve... Cannot make up my mind whether to do the barrel and head in silver engine enamel as is the trend at the moment. Was thinking of the barrel black and the head silver. Any thoughts...

Yeah ive considered doing that. You can get silver hi-temp engine paint. Would look pretty fancy 8)

Do you think standard engine enamel rated at around 600 degrees would do the job or do I need hotter? Im not sure what I can get hotter that is not in a flat, such as VHT (obviously I want satin)

Yes that is fine. You can buy it from Mitre 10 or Autobahn or Supercheap Auto. I got the silver in Plasti-cote brand and the black i use is VHT satin 'barrel' paint.
