Title: Extra Mounts on a PE400 Frame

Hi Guys I’m doing up a PE400 and unfortunately the bike did not come complete. Can anyone inform me what these two mounting points are for? I have looked at the images in my PE workshop manual and on the web and there appears to be nothing there on the bikes I looked at.

Also can anyone tell me the original horse power rating of the PE400 1980 in standard spec?
